We have Office365 CTR, with Skype for Business 2015 installed. AFAIK, this is only happening on this one PC, that happens to be a Surface Pro 3 with Windows 8.1 installed.
When you initiate a Skype-to-Skype call, it appears to start to work, but it hangs and eventually crashes Skype. Every single time. This goes for incoming audio calls too.
This is a fairly new Surface Pro 3, almost nothing else but the default programs are installed. I have removed Office using the fixit tool and reinstalled. The audio/video drivers seem up to date, and the test in Skype settings works fine.
This is the error from the event log:
