how can i add latest msu files of windows 8.1 into iso image of windows 8.1 using DISM?

The process is simple, you mount the wim file then you use the command

Dism /Image:C:\test\offline /LogPath:AddPackage.log /Add-Package /PackagePath:C:\packages\package.msu

Is it necessary to install windows 8.1 on system?  or i can do it on installed windows 7 sp1 ?
