Well you have to find the service or start up application which is preventing windows from shutting down. I suggest you manually create a system restore point before you go on and try troubleshooting the matter, bacause there are many steps back hat you might forget to undo of, and system restore will restore the system and undo the settings. Or you can do a system image. use run to sun msconfig (start-> run or windows key plus the R key type in msconfig, then press enter.) The go to start up tab and uncheck all the applications there.apply the settings and then force your computer to shut down... Power on the computer and then try to shut it down , if it is not working. You have to power it off and when booting up press f8 function key to start it up in safe mode. There try shut it down. if it works then is one of your services/drivers which might prevent windows from shutting down. So if it works in safemode to shut down, then you have take this in steps. If is not working not even in safe mode then, you're out of luck. You might have to reinstall run msconfig again and go to the services tab and there start un-checking the services by any other manufacturer but Microsoft. The apply the settings and try to see if that is working for you. Good luck. Please do not forget to select the best answer if it helps you!
