I am a MSDN subscriber and after applying the Windows 8.1 Update (release April 2nd to MSDN) the Start Menu is not showing up as described in the Key Note.
Is anyone else having this issue? Its as if the updates were never applied.

In Windows 8.1 they added a simple start menu. If you right click on the start menu icon it will show up, where if you left click, you will be taken to the tiled start menu. The left click menu wasn't there in Win8.

Would you please help to provide more detailed description of your concern?
I suppose that once the computer restart, the desktop show up instead of Start screen by default.
One settings can change this behavior which is newly added in Windows 8.1 update 1: Show store app in taskbar
