System Restore does not open in Windows 7, and ...
Press F8 when booting for the Windows menu and select Safe Mode with Command Prompt. Once it's up, type in
%systemroot%\system32\rstrui.exe
and press Enter. This will bring up the System Restore GUI, allowing you to restore to an earlier date.
There are a number of things that could be preventing it from running from within Windows, including third-party firewalls and anti-virus programs. If it still doesn't work when running it as described above, post back with any error messages you may
be getting.

I am getting the following error message:

There is an unexpected error: The parameter is incorrect: (0x80070057) System Restore will now close
UNQUOTE
What is this and how do i fix it?

You could also try to use SFC command to see if it fixes this issue:
