How do I get this off ?? It sounds like the prompt is well before Windows even starts. If so, you'll need to contact the laptop manufacturer for specific instructions. In general, you'll need to access the laptop's BIOS/CMOS configuration (F1/F2/F12/DEL/etc on startup) and remove the drive password from there. Don't attempt this unless you have some idea of what you're doing, incorrect settings may render your machine unusable.
