Time sync is wacko. Once you get it right it's solid but prior to that it can drive you to drink.
First make sure your DC is solidly hooked to a time provider

Don't use time.windows.com as your time provider
your clients should sync up automatically as long as they can connect to that provider, so I'd check the domain traffic/connectivity and see what's going on as when they don't keep time, it's a sign they aren't quite talking to the domain right.

Do tablet users use their computers inside company or do they travel? How they work with tablets when are outside company? Do users have admin rights?
If there is time set on computer outside the kerberos window there is no chance to synchronize time automatically.
Use the nearest reliable NTP server for DC.
