I want to have a solution in TMG to let the users to have access to internet for 2 hours everyday. this 2 hours should be floating from 8 AM to 5 PM.

Based on my research, you can create an outbound access rule to allow the all the users access to the Internet using all protocols and define a schedule for the rule to define the hours from 8 A.M. to 5 P.M. However, the schedule is applied only to new connections, so that if users are already connected before the schedule expires, the users connection will not be dropped. In addition, you may need to specify the two hours, it seems that TMG cannot decide whether the users access Internet more than two hours or not.
