I cannot get VPN working in Windows 8.1 Pro N.

If I create a new VPN connection it shows the message "Unavailable - device missing".

The device manager shows a warning for "WAN Miniport (SSTP) #2" with following message:

This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)

{Operation Failed}
The requested operation was unsuccessful.

And in the syslog I have two errors which might correspond to my problem:

RasMan Event 20030
Remote Access Connection Manager failed to start because it could not load one or more communication DLLs. Ensure that your communication hardware is installed and then restart the Remote Access Connection Manager service. If the problem persists, contact the system administrator. The system cannot find the file specified.

Service Control Manager Event 7023
The Remote Access Connection Manager service terminated with the following error: 
The system cannot find the file specified.

Any ideas how to solve this?

For this issue, please check that your communications hardware is installed properly and restart your system.

If the problem persists, remove and reinstall RAS.

Enable RAS connection manager Windows 8.

It seems I am experiencing the exact same issue; however, the RAS connection manager is missing, not just unchecked, from the Windows Features list.

Suggestions?

I finally resorted to reinstalling Windows after loosing a whole day and consulting two professional Windows administrators.

I'll keep my fingers crossed for you to find an easier fix for your problem.

After i clicked 'properties' on the vpn connection the connect option started working again!

Nope, wait, false alarm, I rebooted and it's broken again.. now it works again... seems intermittent..

Just out of curiosity, but do you have Hyper-v running as well? I have the same problem but only noticed the issue after I enabled the Hyper-v feature.

Im experiencing same problem and also think this might have something to do with hyper-v :( Any progress in this case ? (btw running 8.1 pro)<o:p></o:p>

1. New VPN Connection shows"Unavailable - device missing"
2. The device manager shows a warning for "WAN Miniport (SSTP) #2" with "This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)" et al.
3. Event Log shows Error 7023 and Error 20032 which may be helpful
   The system cannot find the file specified."
   

Environment:

1. Using Windows 8.1 Pro 32-bit
2. Full update to Sep 5, 2014
3. Both Ethernet and WLAN can connect Internet, but none of them worked

So, is there any further progress or information for this problem?

I was able to fix the problem without reinstalling windows.

Uninstall the non-working miniport

1. In Device Manager, right-click on the non-working miniport, choose Update Driver.
2. Choose Browse my computer.
3. In the next window, choose Let me pick driver from a list.
4. Uncheck Show compatible hardware. From the Manufacturer list, choose Microsoft, and from the Network Adapter list, choose Bluetooth Device(Personal Area Network). (It can be any device the user is allowed to uninstall.)
5. Back in the device manager, delete the device that just turned into a Bluetooth Device(Personal Area Network).
6. Reboot.
7. Delete your VPN information and then enter it again.

You save my life, my job end my weekend. I have a large proposal to deliver at monday and my VPN isn't working until ran your step. Now, all working again!

ABSOLUTELY THE RIGHT APPROACH!

The indicated process had to be repeated for EACH of the several non-working miniport drivers in the system (SSTP, PPTP, PPPOE and L2TP on my configuration), but after removing all of the problematic devices, a VPN setup could once again be configured.

I tried the steps here too - but does not work for me.

Try to run some antimalware tool.

I has some problem, and I finally solved by cleaning my computer.

I also was a Windows deffender, but this one don't find anything. 

Afther this I downloaded and runs the malwarebytes anti malware tool, which founds 74 unwanted programs and registry keys.

After cleaning and rebooting I was successfully recreated my VPN connection.
