What is a DOMAIN CONTROLLER? ANYONE PLEASE HELP. I only use my computer, but it is on a shared wireless network. I'm confused. Owners Rights, local, etc. etc.....

WHO EXACTLY is TRUSTED INSTALLER & who determines that? this is a special permission which can't be assigned to an user. It is used to protect Windows files from manipulations. If you want to edit such an file, take ownership of the file and give you full permissions. I don't tell you links which explains this, because of your obvious missing knowledge you'll only damage your Windows.
