When trying to use a link from either the web or email I receive a message  "web unavailable" error 102 connection refusal  I have windows XP dell 4700 C

Hi Infla,· Which browser you are using?· Did you make any changes on your machine prior to this issue?You may follow these steps and check if the issue persists.a. Type the following command in the Start > Run box, and then press ENTER: inetcpl.cpl The Internet Options dialog box appears.b.
