Since you have a new Dell computer with a Dell customized version of Windows 7, you really need to contact Dell Tech Support about this. Dell is the sole source for assistance of their OEM software. Plus, the system is under a Dell warranty.

Thanks for the suggestion, but it does not have the original image, so I suspect I am on my own. Other ideas would be welcomed!

This event should be logged when your IE crashed. This crash can be caused by any HTML related script was running.
Some of these programs are caused by the website you opened that is not compatible with Windows 7 and IE8. Does your IE crash these days? If not, we can ignore this event.Arthur Xie - MSFT
