I have a Wacom Cintiq Companion tablet, with Win8.1.

The tablet boots fine when the unit is in a 'normal' landscape orientation, however, when it's rotated into an upright position (portrait orientation), it only boots to a blue screen, asking me to choose my keyboard layout. The first option is US keyboard, which when pressed just boots the device again ... to the same blue screen.

When I change the device to the horizontal position, the issue does not present.

Does this issue occur on other tablets, too, running Win8.1??

As far as I know, Surface Tablets doesn't have this problem. Is this a new tablet that used first time? In my opinion, it would be better to contact the manufacture of the tablet for further assistance.

i heard Dell Vanue 8 and Lenovo tablet also have similar issue, they mentioning about calibration software update to fix this issue
