Same place as in XP and Vista. Start / Programs / Accessories. Or, Start, then type wordpad in the search box and you will get a link to it.

The All Programs list may not be sorted alphabetical. Have you scrolled up and down all the way in it? Click on Start then type wor in the search box. Wordpad should be one of the programs listed. If you right click on it and select Properties, you'll see wordpad.exe is located in: %ProgramFiles%\Windows NT\Accessories If you click Start then Run and paste the above into it, Windows Explorer will open with that folder expanded in the right pane. Right click on wordpad.exe and you can pin it to the Start Menu or Taskbar or Send to Desktop. I don't know why you can't see it in All Programs though. Hopefully someone else here has that information.
