Windows 7 Offline Files - Syncing xls files
Hi,
Since the issue only occur with xls files, the problem might related with file incompatible issue because you migrate form Office 2003 to Office 2010.
Open Sync center, check if any sync conflicts in it. Remove the temp cached files in Control Panel -> Offline Files -> Disk Usage
tab-> Delete Temporary files for test.
Also I suggest to contact Office Forum for further help:

We have recently migrated from Windows XP and Office 2003 to Windows 7 Enterprise and Office 2010. We have redirected the Documents folder for all users to point to their share on a Windows 2003 server. The server hosting the shares and the
redirection settings didn't change during the migration. Now we have an issue with files not syncing. It appears to only be xls files (at least those are the ones I can reproduce the issue continually with). For example, a user opens an xls
file with Excel 2010 and edits and saves the file. The file appears to save fine, but it is only saved on the user's cache. When she looks at the file in explorer, the modification date is accurate, but if I look at the file on the server it is
still the original version. It won't update. From then on the file the user modifies is the local copy and it never syncs back to the server. I can look at the offline files on the computer and its status will always say "Offline (needs to
sync)". It will never sync on its own again. I can right-click the file and select the sync option and it will work. Its status in offline files will change to "Online". The next time the file is opened its status will change back to
"Offline (needs to sync)". This doesn't seem to happen with xlsx files or any other Office file.
Any help would be greatly appreciated.
Thank you.
