Will Windows 7 Ultimate 64 bit be available in Action Pack?

Hello all, I've read as much as I can regarding windows 7 OS... my question is not highly technical, but yet I still can't find an answer... so here it goes...?!?! I bought Vista Ultimate 3months ago as an upgrade to home premium for 200+ dollars... Q: will I have to buy/spend another (200 to 300 bucks more) for windows 7 ultimate all over again to benefit from the new features...??? or is there a reduced cost or free provision for customers that just purchased the previous (vista) OS.... Also I'm just now downloading the trial windows 7 ultimate OS... will I have to reload all of my software such as reloading/configuring the bitlocker....?!?!? thanks xrams.....
