Windows 8,1 Command Prompt

It used to be, before Windows, when a new operating system was released a "Users Guide and Reference" accompanied it.  Now you have to search 10^6 websites to find any sort of information about the features of an Operating System. It really should be Microsoft's responsibility to provide the information on where this information can be purchased from.  I am looking for a publication from the Microsoft Corporation on the 'Commands and Syntax's of the "Windows 8.1" Command Prompt' , which looks to me to be a mixture of Pascal, Basic & MS-Dos.
