I recently upgrade from Windows 8 to Windows 8.1... and evertything went fine!.. but now i constantle lose the internet connection.. or sometimes its so slow!.. that happen on everything (internet explorer or chrome.. Windows store.. apss that requires internet, etc)
Before install Windows 8.1, using Windows 8 i never have this problem (never! i have a year!)..
My laptop its a Toshiba...
But its important to say, that have this problema on my Microsoft Surface RT with Windows 8.1!.... so :S!
What can i do!?? i need to work u.u

It looks like a driver issue, can you update the network adapter for a test to check the result?
Meanwhile, go to event log to check if there are any error information about this phenomenon.
Unfortunately this seems to be a VERY common problem that has existed and not been fixed since the 8.1 Preview. I have three nearly unusable systems after upgrading to 8.1 -- a Dell XPS 14, a MacBook Air and a Surface RT... all identical issues, on WiFi and on Ethernet, so it's definitely not driver related.

That did the trick temporarily for me too... I'm going to create a notepad file with the above command and save it as Flush.bat and save it to my desktop...so I can run it occationally.

I know this is old, but for anyone searching, this link might hold the answer. It seems to be the solution for some people. It seems MS installed their own drivers and rolling back to old drivers does the trick. There is also another fix for changing TCP
settings
I had problems with frequently getting disconnected. My diagnosis was a conflict between Atheros Wireless and Bluetooth device drivers. It seems to be an issue with driver. I had it temporarily fixed by disabling bluetooth. But after installing some updates for my Asus Motherbaord, there are no more conflicts.

You wrote this in October, five months ago. It is now the end of March 2014. I just bought a new Sony Avio laptop with a I7 core, on Monday the 24th worked great. On Tuesday the 25th I upgraded to 8.1. Immediately after that upgrade I couldn't stay connected to my WiFi when using the APPS. It will almost immediately disconnect. I can stay a little longer when using Desktop and Chrome. Today I tried "The solution is to Change your DNS to the Google Public Setting" listed above. Perhaps that is why I'm spending a little more time connected when I'm using the desktop. I also flushed my connection, to no avail.
What I'm really surprised about is that there has been no fix from Microsoft. Perhaps we need to go a bit more public? Or someone please find a fix! Please. Everything else in my home works great with the WiFi so it is definitely 8.1 that's the problem.
I bought a Toshiba Satalite p850-337 last juli and it came whit windows 8. When Windows 8.1 came out i thought that i might just install it. No problems from the start just that the internett conetion did not wanna start agian before i restated my laptop. many mouths later i started haveing problems whit the internett conection just like the first time i installed 8.1. i tried everything but noting worked. I got pretty mad one day because i was in a game of Bf4.... turned on the flight modus on the wifi settings (down right corner) and i shorty after i turned it off agian and the nettwork conected instent or it had deselected the wifi i was on now i was up and running.
Fix: Turn on and off flight modus and do what you want on the interwebs :D
Testing this. I've noticed that 8.1 drops my internet anywhere from 5-20 times a day, keeping tabs on it (I like to leave my pc running during the day)
Going to reboot and have applied this fix. The internet dropping is almost methodical, after about 3 hours it drops for about a minute, every 3 hours.
I upvoted you because I've done some testing and the latency appears to be diminished with the Google DNS server. Thanks for this.
The same problem here. Bought a brand new ASUS laptop with Windows 8.0, upgraded to 8.1 and Windows started loosing the wired Internet connection. Usually every day when I start Windows 8.1 I cannot immediately connect to the Internet as the network adapter has status "Unidentified network" or "Identifying...". If I wait about a minute or two (or reset the adapter) it may find the connection and then everything works fine until next day Windows has again lost the connection.
I have the latest network drivers and windows updates, no difference. Contacted Realtek, the manufacturer of the network card, not their problem. Contacted ISP, no clue what's causing it. Contacted ASUS, recommended to downgrade to Windows 8.0. This is just freaking hilarious when nobody knows nothing or takes responsibility for this mess.
If Microsoft support is on this forum, please forward this message to Microsoft engineers. This amateurish bug must be fixed regardless of whose fault it is. It's really embarrassing that Microsoft can't make a basic thing like Internet working in their flagship Windows 8.1 OS.
I have been having this issue since a week now and have tried to rebuild my machine with Win 8.1 but the issue does not seem to go away. My network drops every 15 - 20 mins and I have to use the Wireless on-off switch to enable it back. this is so annoying, I have got another laptop with the same specs running on Windows 7 with no issues. I have tried to load windows 8.1 on that and the same issue is back on the new laptop as well.
Is Microsoft evening listeing on here? I have to downgrade my machine to Windows 7 as it is just impossible to get any work done. I hope there is a fix soon for this.

Problem Solved: It is a DNS issue....With the upgrade from 8 to 8.1 Windows now handles DNS differently.
The solution is to Change your DNS to the Google Public Setting...I have done this and haven't had a problem since. I have even confirmed this fix with my ISP and they seemed surprised that I didn't know about it.
So: Step 1 Control Panel---Network and Sharing Center---Change adapter settings
Step 2 Select the connection you are using...ie Wifi or LAN
Step 3 Click on the networking tab. Click on internet Protocol Version 4 (TCP/IPv4) and the Properties
Step 4 Click on Avanced and then the DNS tab
Step 5: Uncheck the "obtain DNS server address automatically" and check the "Use the following DNS server address"
Step 6 Use the following Google DNS settings ....Preferred DNS Server 8.8.8.8
...Alternative DNS Server 8.8.4.4.
Step 7 Click OK and restart you network connection for changes to be applied.

It seems the issue here is the DNS registration.
Just solved this with a friend.
seems that it worked totally fine after that.
So the root cause might just be that DNS registration doesnt work correctly, and the workaround is manually inputting the Google DNS servers.

Just wanted to write an update to my post - After trying all the workaround's proposed in this forum - I finally was able to resolve my intermittent internet connectivity issue by Uninstalling the Network driver and installing it using a Win 7 driver that was available on the Dell Website. (just an fyi - I was running into this issue on a Dell Latitude e6420 laptop running Windows 8.1)

I face similar problems with my win 8.1 machine (Dell XPS m1530) and flushing the dns cache didn't work so far.
But what about the sometimes installed bonjour service? I remember, it sometimes can change the dns to 0.0.0.0 (at least on win 7).
What dns is active, when the connection is lost?

Looks like a firewall issue perhaps at a protocol level. What happens to tracert? That would be ICMP (same as ping but allows you to see each step of the path--assuming each step of the path allows ICMP but that is what you would be testing).
You could also greatly simplify a simulation of HTTP by using the telnet client to port 80. (The telnet client is an optional package in Windows Features.) E.g. providing you saw the telnet screen clear you would know that you had connectivity to an HTTP server. You could continue trying to simulate an HTTP session using telnet (by default without any benefit of a LocalEcho) if desired.

That sounds normal and looks like good connectivity. What's your external problem symptom again?

Good work. Unfortunately you were confused by meta-characters used in the Help file to show the syntax and to show that "port" is optional. The default port for telnet is 23, so for our purposes port is always required and then the syntax could not have used those brackets without causing confusion--perhaps by using angle brackets instead to indicate that the word port was a placeholder name, which of course could not be similarly misinterpreted. <eg>
In fact, you could have had an implied Open command just by using the cmd window command line, for example:
telnet www.msn.com 80
Again, if the screen clears that proves you have connectivity to an open HTTP port on that host. However, if you would like to prove that the host you connected to actually has something to do with MSN you need to start typing in some HTTP requests. By default, because of the LocalEcho setting I alluded to, you won't be able to see your typing. Nevertheless, you could then enter:
GET / HTTP/1.1
Host: www.msn.com
and an extra Enter.
If you want to use the LocalEcho you could do it either by starting the way that you were or by escaping into the telnet subcommand mode (e.g. by pressing Ctrl-] ). When you are already connected you can reconnect (i.e. leave the subcommand mode) by pressing Enter by itself.

The screen did not clear. I tried overtyping the HTTP requests but results were inconclusive. We can not test HTTPS (port 443) as easily. However, since you apparently have good connectivity I imagine that you would see some of this in the Developer Tools Network Capture tool. (In IE11, F12, Ctrl-4, F5).
What I do is start from About:Blank and make sure that Clear entries on navigate is not in effect (second last button up). And that shows that the response to the first request was a 302 to https://www.outlook.com/

Thanks so much for your response. That command totally did the trick and I've been dealing with this problem for some time. It does suck that MS can't put out a totally clean piece of ware, but I can understand that sometime issues come up that were unexpected, but it would be nice if when they do we get an answer. Thanks to you I have an answer and I don't have to use any workaround. This simply cleared it up for me.

i just upgraded to windows 8.1, i've tried most of the things i read in this post then i just decided to try updating my drivers and it worked xD let me know if that helps anyone ;).
how to do that?

3.Right click on your network card, mine was called *Intel(R) Centrino(R) Wireless-N 2230 but maybe urs has a different name
4. click update driver software

Thankyou so much for this solution.This is a perfect solution atleast for me ,because i have gone through a lot of frustration from over a week trying to find a solution.I got a new dell inspiron 15 3000 series laptop with win 8.1 installed .I called in Iyogi which took my remote dextop and did a scan and showed me there are few registry fixes need to be done and that would cost me around 300 CAD .But after a 45 min long steps explained i simply could not afford it so i told no to the Iyogi support.Then I looked for solutions and did uninstall of my antivirus ,turned off firewall and everything but still no luck.I tried to call dell support and they told me that its an ISP problem and they cant help in this even though my laptop is a brand new one.then I called in my ISP but they could not help too.and lastly after all hopes i gave up and tried your solution and my god it worked....now my laptop does not give request timed out after few min ...no need to flush dns every 15 min...thanks to you guys you made my day..its a splendid feeling when no branded tech support could not fix but you did...thanks alot..greatly appreciated.

I may have finally seen a few instances of what this is about. At first it sounded like it was just a problem with DNS going away. Anyway, in my case the troubleshooters are saying I should do things like power off my router and modem. But this makes no sense because they are both working fine. In contrast when I look in Network Connections I can see that the Wi-Fi adapter is disabled. I try to enable it and nothing happens. E.g. no lights change anywhere. I suppose I should try to find some statistics somewhere to check on what it is supposed to have done when I tried to enable it. I don't have a clear idea of what I did to get it out of that state but it did not require any hardware workaround or reboot. I'll try to keep better notes the next time it happens. I think what I may have done is have had multiple troubleshooters running at the same time and somehow they finally allowed me to Enable the adapter, so then everything started working again.

I've been having similar issues with my Broadcom ethernet adapter for years now, the only "reliable" solution was to disable and enable the network connection and it would work again for a few weeks/months and then randomly lose connectivity.
Finally frustrated by no number of new drivers and OS's I finally wrote a small app, this monitors the internet connection (checking google.com), if it loses connectivity it just disables / enabled the network adapter. Works like a charm for me.
You can configure the time between checking internet connection and also which adapter you want to reset.

That would be yesterday just before I had to go out for the evening. So I put the machine into Hibernate. Came back, started it up and no more problem symptom. I will have to try to remember to do this when I can do it more quickly. ; )I'll try to keep better notes the next time it happens.

Multiple restarts, disable/enable wired and wi-fi, flushdns - nothing stops the intermittence, and browsing is essentially impossible.
Can't wait for the company Principal to receive her brand new Surface Pro; that ought to affect our Microsoft product budgeting this year...

How frequently does it happen? What is your recovery procedure? Did you try using Hibernate to minimize the disruption?
FWIW it doesn't happen often enough for me to know if there might be something better (let alone to bother trying to trace how it happens) but I do know that trying to re-enable the adapter when it was disabled was problematic.

It's now the end of March in 2015 and microsoft has yet to provide a solid patch for this. In addition, I'd like to point out that my Toshiba laptop eventually stopped suggesting the option to update to 8.1 (I have games that once upon a time were not compatible with windows 8.1) and it updated my laptop without my consent. Thus, I'd like to revert to 8.0 but it seems either impossible or too much of a hassle to go through with constant update reminders. My Toshiba laptop cuts out and I have to reconnect to the internet (disable and re-enable). It's gotten more frequent lately and now I have to reconnect twice before getting anywhere. I connect for half an hour, disconnect for a bit and reboot, come back for 5 seconds and reboot again, then repeat that cycle. It's a detriment to being able to surf the web or play games successfully (of which is my career field, so it's really affecting my job). Hopefully this gets settled soon, though I doubt it and don't hold high hoped for it. Sadly, this puts a hole in my faith with microsoft, more so than there already was over the years.
I can add my pennies worth to this thread.
I bought an ASUS desktop PC preloaded with the awful windows 8 with its stupid hover over the side menus and connected it to the internet via a network cable. I use Chrome as its a much better browser than IE and lets me use all the plug ins I want. everything was perfect. Then Microsoft prompted me to update to 8.1 which I did as to try and get the start menu back so that my PC resembled the great XP and Windows 7 platforms that I loved.(just to prove i'm not anti Microsoft just Windows 8). Then my internet problems started. I watch a lot of TV over the internet so I noticed the difference immediately, the internet constantly kept dropping so my picture froze and at the same time other applications such as Facebook and Linkedin would not load. I also changed to IE at the same time and the behaviour was the same.
After reading this thread I tried the DNS google changes and cache clean to no avail. After total despair I reverted my PC back to Windows 8 which meant reloading all my applications which was a real effort.
But Hey Ho I was rewarded with an internet which worked again no internet drop outs.
Just when my happiness returned Microsoft pushed 8.1 to my PC again last week and guess what the problem has returned.
I am at the point now where I am seriously considering Linux unless Windows 10 can restore my faith
After extended PC use the registry get's corrupted permanently in regard to any network adapter.
Seems so. Others have been hacking the registry to get rid of it but I am wondering if there might not be a more designed solution with some of the more obscure netsh commands and options? Or perhaps PowerShell since we are often informed when trying to use netsh functions that they are deprecated and to use PowerShell (somehow) instead.
FWIW I am in this exact state right now with my W10 vEthernet adapter (after an update to the VM's host W8.1.2 has messed up connectivity). The troubleshooters still want me to power off my comm hardware! <sigh/>
HI guys this might sound weird but to fix the problem I went back to windows xp and changed the windows page file size for windows 8 and seams to have fixed the problem can some one test on there machine and see if it does the fix on there side as well
Here is a solution that worked for me (intel system):
Windows has a problem with updating your intel network drivers. If you go to network connections > properties > configure > driver tab > update driver, it says that it is up to date; really - it is not. Surprise surprise.
The fix:
Go to the driver tab in network connections, and look at the name of the driver. Mine says "Intel(R) 82579V Gigabit Network Connection." If you go to google and search "intel 825799V" (or whatever your driver is), it will pull up the intel driver site, look for your OS on the intel site under that network driver page. Download the correct driver for your OS (from a different computer obviously) and move it to your problem computer via usb drive and install the driver.
This driver was a really recent version (June 2015, a month ago) from Intel. Windows thought my 2013 network driver was up to date, but that update utility doesn't work worth a damn.

Coincidentally today I had a weird one when starting in the morning. Kept getting the DNS problem message. There was no DNS problem if I used 8.8.8.8 or if I used the ISP's DNS addresses. Often testing those is enough to make the router start seeing the error of its ways. Not today. I can't remember what made me think to look but the Wi-Fi connection didn't have a Gateway address. So I gave it a manual override for that (e.g. via Properties Advanced for IPv4). Now I have two gateway addresses, both the same. I think I'll keep the one I used as an override and see what happens next.

It seems to be related to either a DNS, gateway OR driver issue. It's hard to tell, but regardless, try this fix as it has helped me twice so far AND a few of my friends who had this issue.
NOTE: Please ensure you have the Windows 8 installation disc OR Windows 8 installation USB.
Step1: Press the Windows key on your keyboard and type in "PC Settings" without quotations in the search bar.
Step2: Select the "Update and Recovery" tab on the left pane.
Step3: Select the "Recovery" tab on the left pane.
Step4: With your Windows 8 installation disc or USB inserted, select the "Refresh your PC without affecting your files" option and click on "Get Started". - This will remove all of your installed drivers and reset your Windows settings to it's original state. NOTE: You will lose your installed apps and games too, so back up anything you want or need before doing this step.
Step5: The rest is self-explanatory and a short waiting period.
Once Windows has completed refreshing your PC, you may go ahead and start installing your drivers one by one. The easiest method to do this is to open "Device Manager", right click on the drivers with a ! symbol and select "Update Driver". It will automatically search online and install the latest drivers for you. Please take extra caution on installing any Network Adapters you don't need. If there aren't any ! icons in your Network Adapters, then DO NOT install any extra software for your Network Adapters.
To clear things up, the main drivers you should be installing (without having to worry about anything else) are as follows:
1: On-board Graphics Card driver (applies only to notebooks)
2: Graphics Card driver (nVidia, AMD etc etc...)
3: Sound Card Driver (Realtek Audio etc...)
4: SmartGesture (ASUS) or TouchPad drivers (applies only to notebooks)
Essentially the Network Adapters should already be enlisted in the Device Manager without any errors like a ! icon. You should now be configured to run your internet connection without any issues.
