Windows 8 Enterprise - Other User does not appear if user reboots or shuts down

We just started deploying Windows 8 Enterprise via SysPrep/WDS rather than a ISO build in the past two months.  Recently, we've noticed that all the machines exhibit this odd behavior:  After logging in for the first time as a domain user, if the user reboots or shuts down, that user and ONLY that user is shown as an option to log back in.  "Other User" does not appear.

These builds do disable the local administrator account after the configuration; however re-enabling the account doesn't resolve the issue.

We've tried a variety of things, and one of the most interesting is that when presented with the single-option login screen, if we put the system to sleep then wake it back up, "Other User" re-appears and works correctly.

Also interesting is that if we use a registry change to force all accounts to be shown on the login screen, "Other User" does in fact appear, but if selected the only option we see is for a smartcard login - no option to actually type in credentials.

In one case, it *seemed* as though the "Sleep Trick" solved the problem on an on going basis, but on several others I know that it did not. 

The customization process is done via powershell and not particularly complex:

1) rename administrator (so as to not lock out a server account on network access), reconfigure auto-login settings, reboot

2) rename machine to serial number, (...and fix autologin domain), reboot

3) join the domain, reboot

4) add a few users to Administrators

5) turn off auto-login

6) rename administrator back to original

7) disable the administrator account

8) log out

At this point, "Other User" is available.  As soon as we log in, however, the issue arises.  If the user "Signs Out", we're fine, but a reboot or shutdown results in only one option when the system comes back up.

I feel like the fact that putting the system to sleep then waking it up causes "Other User" to appear and work properly for that session is an important piece to the puzzle, but I haven't figured out what exactly it points me to.

Check your Group Policies.  They will apply on reboot which would explain the scenario your explaining.
