I am unable to use or see a shared computer on a networked Windows 98 machine. Another Windows 98 machine is unable to use or see my (windows 7) printers or files.Is this a known issue?

Hi. I just bought a laptop with Windows 7, and I want to share files from my old Windows 98 machine, which is using NetBIOS over TCP/IP. In Network on the Windows 7 machine, I see the Windows 98 machine, but when I select it, I get an error message: "Windows cannot access <computer_name>". Please advise. Thank you.
