The boot files on the hard drive are missing or the hard drive itself has died or the connection to the drive on the motherboard has been damaged, all from the power outage. You get the message about the PXE boot because that's a network boot. The order in which the computer looks for an operating systems boot files is usually 1) hard drive; 2) optical drive [or vice versa]; 3) network (PXE) boot. Your system isn't finding boot files for an operating system anywhere.Go into the BIOS and see if the hard drive is found at all. If it isn't, sometimes on a laptop you can remove the hard drive and put it in again and this will make it visible. If this doesn't work and the hard drive isn't seen, you can pull the hard drive and attach it to a working computer with a USB drive adapter/cradle to see if the drive is still viable and to pull off any data files. If the hard drive is seen in the BIOS, you may just need to reinstall Windows. Sometimes a repair install will fix things.So your first step is to see if the drive is seen in the BIOS and then to pull the drive for testing, data retrieval, etc. This requires some level of computer skills and the necessary equipment. You know yourself best and whether you should instead take the computer to a reputable local professional.
