administrator's account was locked out after create new user
I can't believe it, why? There was no screensave activated, no wrong password attempt, the computer is not connected with any network. I tried clean boot and disabled all that can be disabled, the problem was same as before. If I change account lockout threshold into 0 the problem was solved. Why? Is there any connection between create new user and that threshold? I don't think it is a solution, is it a bug of window 7 ?

I’m a little confused with what you said. “If I change account lockout threshold into 0”, how and where did you change? The user account control settings? And how did you create the new user?
