can I install Group policy manager or editor on windows 8.1 core edition, if yes from where I have to download it?

The local group policy editor is included in Windows 8.1 Pro and Windows 8.1 Enterprise, but not available for Windows 8.1 ("Core").

You can not download  group policy itself.But you can get Windows 8.1 Pro Pack and enjoy all the features of Windows 8.1 Pro.

Regarding  Windows 8.1 editions,they contains Windows RT 8.1Windows 8.1, Windows 8.1 Pro and Windows 8.1 Enterprise.

I don't know what is windows 8.1 core edition.

Johan, you were hoping to get the functionality of the more expensive version without paying for it?  It's possible that perhaps you're not the first person to think of this.  ;-)

Since not every version of Windows comes with gpedit.msc, I document all my configuration suggestions that use the Local Group Policy Editor also as direct registry changes.  The tool just makes changing the settings more convenient to do.
