I have a program Optionvue that I cannot paste things from excel 2013 into.  the file format they want is csv and when i copy the paste function does not work with the receiving program.  the optionvue people can take the same excel file and import it into their software on win7 machines. 

can you tell me how to fix that?

This is something the developer needs to address.  Perhaps they are not win 8 compatible, perhaps there is a fix or beta, in any case the responsibility is theirs.

Can they import a file on a win 8 machine (or dont they have one)?

If all you need is the csv, why not just save the xls as a csv file (then open in notepad), and then copy past?

i have contacted developer to let him know there is a problem.

it works with win7 not win 8
