One of the replies in this threadhttp://social.technet.microsoft.com/Forums/en-US/w7itprogeneral/thread/ebdf3df5-39a9-47c6-8888-9122ced08d97/and perhaps other threads indicate that gadgets and the Aero features are disabled if the UAC is also disabled.I haven't played with UAC settings myself, but this might provide a starting point for you...Good luck.

//rant Windows XP suffered so much because malicious code could easily be installed. With UAC, that ability has been significantly reduced. Personally, I keep my Windows 7 UAC settings set to the same level as Vistas default settings. Even as an IT professional, I dont mind the prompts as it lets me know the underlying security construct is working properly. //end rant @Acroma If you want to install applications w/out UAC prompts but still have UAC enabled for items such as Desktop Gadges, open gpedit.msc. Navigate to Computer Configuration > Windows Settings > Security Settings > Local Policies > Security Options. Towards the bottom, you see the policy named User Account Control: Detect application installation and prompt for elevation. The default setting for normal home users is Enabled. Set it to Disabled after reading the text located under the Explain tab.

I've left the UAC in its default setting in W7.Personally I really appreciate UAC. Yes, I actually WANT the OS to tell me when something with security implications is about to happen! And yes, I know it isn't foolproof. But it certainly helps. And if ever a UAC prompt comes up unexpectedly- maybe while I'm browsing my favourite porno site (just joking) - I'll click "Don't Allow" and send a brief prayer of thanks to the Boy God.Thack
