I have a new computer with Windows 8.1. When I have a folder open and try to either create a new sub-folder, or move files into it, the new items are not visible until I close the window and re-open it.

Suggestion:  Use Explorer windows ONLY on real hard drive folders, not abstractions such as Libraries.

It's much more likely to update properly on hard drive folders.

Also, there's a setting that you can change that often seems to help:
