First I would suggest you check whether you need a driver update or cricut explore related software update, and for compatibility issue about software, the following link can be helpful:

According to your description, seems some software update downloads are blocked in IE (if you're using IE), you can open Internet Explorer, Tools\Internet Options\Security, Custom Level, scroll down to "Downloads", make sure to enable file downloads.
Please also clear your browser history\downloads history in Tools\Internet Options\General\Delete...
If you're not familiar with these settings, I recommend you just reset IE (Tools\internet options\Advanced\Reset), pleaes note that you will lose some recent IE settings.
It's still recommended to contact product vender support for they're more familiar with the product and its update.
