Depending on what you're trying to do you could write a driver or a native windows application (not "native" as in native vs. managed; rather "native" as in only uses system service APIs and doesn't use the Windows subsystem).

Sounds like you may want to tie into Winlogon with a notification DLL.

If you don't code/develop the DLL properly, you can cause problems. You would want to develop the DLL and test it on another system dedicated to testing. Once you've tested it and worked the bugs out, assess your level with comfort with the DLL and install it on your own system if you determine that you're ready.

Don't you just need to start in a particular separate mode of safe mode?
