Looks to me like your system is attempting to activate a Chinese (Hong Kong)Language Pack - which edition of Windows are you running? What is your base language (the one that came with the PC) ? What languages are installed?

I am running Chinese (Hong Kong) win7 ultimate my base language is Chinese
(Hong Kong) only Chinese (Hong Kong) is installed.
is that due to any updating error. how can i know which program at startup causing this? can i stop it?

On the other hand, it may be that your system needs to have the language pack re-installed - Check Windows Updates, and see whether the pack appears there, either in the Important updates, or the Optional updates.
If it's only the occasional appearance of these filose, then just delete them. If it happens at every boot, then you do need to address it - but I can find nothing in the KB articles that fits (it was a problem in Vista RTM, but was fixed in SP1

Not dare to use the hotfix because do not know whether it works. I check Windows Updates in the Important updates and the Optional
updates, but I cannot find any language pack install. Can I know what cause this ? From the CSB.log ? It appear once everytime I boot. Quite annoying. But If it doesn't affect the system, I will just delete them . Does it affect my system operation?

Did this issue appear before?
The issue may related with Windows update. When you install a Windows 7 language pack from Windows Update, the language pack installation may fail.
You can try to
Reset Windows Update Components and then try to install the update
manually again.
Furthermore, these logs will not affect your system, you can delete them.

what will happen when I try
to rest windows update components ? i need to install MicrosoftFixit50202.msi
what
is it? then if i run it will it run immediately and then i need to reinstall everything? There are a lot of update but i see no language pack. This fix it will find out which one wrong?

Hi,
That’s a fix package to reset Windows Update Components. When you install this package, it will fix Windows Update related registry and reset Winsock, restart
BITS service and Windows Update service. Also it will install the latest Windows Update Agent.
It will not remove any update, so you needn’t to reinstall everything.

That seem the error was unable to open language registry key.
You can try to
hide unwanted language packs in Windows Update. To hide unwanted language packs in Windows Update, follow these steps:
1.
Click the
Windows 7 Language Packs category in the Select the updates you want to install page to highlight all the language packs.
2.
Right-click the highlighted updates, and then select
Hide update.
