lync 2010 to 2013 I lost all mobile contact numbers on contact cards. This only happens on my android device. I have talked with our IT and they say its the limitation of the app. I found how to correct it (one contact at a time) but it would take years for a company of 17,000. Below is the link to the fix for one account at a time, my question is "how do we do the whole company"?

There's no good fix for a company of 17,000.  For a small company, you can put the GAL into a contact list.  This is by design.  Nothing you can do but contact your Microsoft representative to suggest a feature change, and post to lync.ideascale.com.  That's not an official Microsoft channel, but the Microsoft devs have been known to visit.
