This is caused by a feature in Outlook Express 6, which allows for the blocking of attachments considered as unsafe. In Outlook 6.0 it was turned off by default but in SP1 it is enabled by default. To enable or disable this feature go to the Tools > Options > Security tab and check or uncheck the box.
