When I hover the mouse over a notification-bar icon for which there is no currently-running app, it sometimes fails to pop up a tip with the description of the app.Specifically, this failure occurs relaibly if I:1) Hover the mouse over an icon that *does* have a running app (a thumbnail is properly displayed);2) Then move the mouse to hover over an icon that does *not* have a running app.If I move the mouse elsewhere (over the desktop, for example), and then back to the icon that has no running app, then the tip pops up properly again. So the problem only occurs immediately after hovering over an icon that produces a thumbnail.
