How did you perform the upgrade? From a win8 to win8.1? or a win 8.1 Consumer preview to win 8.1?
What did you mean by missing? Just the icons disappeared or all the configurations of office actually disappeared from your computer? Only office 2013 was missing?
Can you find MS office 2013 in Control Panel > Programs and Features?
If it is shown in Programs and Features. You can perform an repair in control panel by click the Change.
If it is not in the list, I suggest you reinstall office.

same thing happened to me. I had 8.1 preview. installed 8.1 pro from the app store. all old apps restored properly, but had to install some desktop apps. Still, can't install office 2013. When I sign into my account, it says I don't have any installs left. If I deactivate the previous installs, it still doesn't allow me to click on the install button. Something is definitely wrong.
