Try a System Restore.
Select any restore point when there was no such issue.

No sure if you are talking about internet explorer (web browser) or explorer.exe (file browser).
IF you are talking about explorer.exe the file browser it`s normal behavior this is a desktop application.
For internet explorer Go to the Start Screen, type in "Internet Options" go to the programs tab, and uncheck Open Internet Explorer tiles on the desktop."
You can also configure the way link are open as well.
Also, going to Internet Options from the Control Panel works if you can't search
