Lync CAL's (as well as the Lync Server license) operate on an honour system. You do not input or activate CAL's in a Lync environment, as such they cannot be deemed 'working' or 'not working'. Simply ensure you have enough CAL's to cover your user requirements in the event you are audited.

To access Lync Server 2013 as an Active Directory (AD) authenticated user, a CAL is required. A CAL is a license that gives a user the right to access the services of the server.
