There could be many reasons for the problem, but try this...
Place the installation DVD in the drive and select the option on your computer to boot from the DVD.
When it finally gives you a screen, like the beginning of the installation process, select your language and region and select next=>
on the next screen, you will notice at the low left, the Repair the computer option=>tap R on the keyboard or select it with the mouse=>
Next you have a screen of options=>select Troubleshoot
Then=> select Startup Repair
Let it work and follow the instructions.

Shut down,
Disconnect all of you peripherals except, keyboard, mouse, monitor, and Ethernet cable. Make sure any DVD/CD drives are empty.
Is the BIOS boot order set to HDD first-check that and set it that way. Enter the BIOS and check that setting. Also, if you have an option for plug & play OS, check that also. Save and exit.
When it is booting hold F8 and see if you get a recovery screen.
The other thought right now, is if you know someone with an installation disk for Win 8, borrow that to attempt the start-up repair.
I'll try and think of another way for you to get recovery media. Can your computer boot from a usb device or dvd and HDD only?
