How can you set up a Windows 7 installation to only allow logging on certain times of day? Assumed that the installation is a member of an AD domain.

You make that change at the user's account at the domain controller; not at the workstation. Your question is really a Server 2003/2008/2012 question and not really a Windows 7 question.
