You could try tweaking your Broadcast flag, I have attached the steps found in a related KB article. Make sure you backup your registry keys before making these changes. To resolve this issue yourself, disable the DHCP BROADCAST flag in Windows Vista. To do this, follow these steps: Click Start , type regedit in the Start Search box, and then click regedit in the Programs list. If you are prompted for an administrator password or for confirmation, type your password, or click Continue.Locate and then click the following registry subkey: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters\Interfaces\{GUID} In this registry path, click the (GUID) subkey that corresponds to the network adapter that is connected to the network. On the Edit menu, point to New, and then click DWORD (32-bit) Value. In the New Value #1 box, type DhcpConnEnableBcastFlagToggle, and then press ENTER.Right-click DhcpConnEnableBcastFlagToggle, and then click Modify. In the Value data box, type 1, and then click OK.Close Registry Editor. http://support.microsoft.com/kb/928233

i have configured static ip address on win7 and windows vista but still it searches for DHCP. there is no problem with any other operating systam. there no dhcp server running on my network. so eventually the win 7 and vista gets APIPA and end up in no communication. i am using cisco cisco small business switches sg 300-52 and layer 3 cisco catalyst 3560 switch for intervlan routing. thanksMYM

Let us take this one step at a time, can you confirm that you have setup your IP settings the following way: On the general tab of TCP/IPv4 properties make sure you have configured the Static IP for both the IP and the DNS servers. On the Alternate Configuration tab make sure the 'Automatic private IP address' radio button is selected. Can you also post the screenshots of the configuration as you set it up as such:
