When you open Internet Explorer, it looks for proxy settings first. This usually occurs when Automatically Detect Settings is selected (default) in the Lan Settings of Internet Properties. To resolve, try the following:
1. This can be accessed through Control Panel Internet Options Connections tab LAN settings button. Uncheck the option Automatically detect settings.
2. On the DHCP server, check the client and server options to find WPAD or 252 Code and remove it.
3. On the DNS server, check for a WPAD record and remove it.
